I highly recommend you check out this agency management software The software is called Traffic and allows you to maintain differing terms and conditions for different clients or jobs and supports companies with multiple divisions.
Among some of his features are the follow: Project management, Job scheduling, Gantt charts, Timesheets
Staff scheduling, Purchase order, Mail shots and data management.
I am veru satisfied with Traffic from both functionality and cost perspective.

If you are still looking, I would love to hear more about what you are seeking. We are currently accepting beta candidate applications for VizAgent, which is a agency management system focused the needs of the independent agent. It's "software-as-a-service", meaning all of the technology is taken care of for you. No software or servers to install or maintain, and no big up-front costs. The subscription cost is very low, and I think you will find that it is one of the most full featured products on the market. We also designed the platform from the ground up based on ACORD xml standards, meaning that downloads actually work!
